Suhail Shaheen told BBC services Hindi: “As Muslim, we also have the right to raise our voices for Muslims in Kashmir, India or other countries.
India and Pakistan control various parts of the majority of Muslims, but both claim it is fully owned by them.
There was already violence on the Indian side for 30 years, because of a separatist rebellion.
The Taliban has declared victory in Afghanistan after withdrawing US troops in August. Islamists are now in control and are expected to announce new governments.
This is the first time this group commented on Kashmir managed by India.
In a recent interview with the leader of the Taliban CNN-News18 Anas Haqqani said: “Kashmir is not part of our jurisdiction and disturbance against our policy.”
In another interview with Pakistani-based channels, Taliban spokesman Zabiullah Mujahid urged Pakistan and India to sit together to solve all problems.
mr. Shaheen told BBC the Taliban “no policy” launched armed operations against any country.
His statement came at the time of India raises concerns about the Hindu minority and Sikh Afghanistan under the Taliban, and there is an increase in concerns over what critics say is the increase in racial crime against Muslims since 2014 under the government of Prime Minister Narendra Narendra.
